The punishment for the breach is at the discretion of the company based on the severity of the breach, which is also defined in the T&Cs they agreed to on signup. It's pretty straight forward. Maybe Stubbe shouldn't have said apology and that product access wouldn't be granted until the customer confirmed they had re-read the T&Cs but that's just semantics because it achieves the same goal either way. If you're annoyed about how a regulator dealt with something then you should probably take it up with them. I don't even know what you're referencing but it's not relevant to this situation.
