If the horse was deemed a runner, "under starters orders" then you do not get your money back, if declared a non runner then you do. The result merely says UR, unseated rider at the post. When "starters orders" becomes official is virtually impossible to research (10 minutes googling.) Neither of you have said what CS have said, I'd be interested if you had another crack at them what the official answer is.
