Finlands new arpajaislaki law and Unibet in 2023

I'm not sure why are you sharing this almost one year old article when you could have done a bit of Googling and relize that they don't have anything ready to make this happen. On top of that, even the board of Veikkaus has already talked publicly of bringing the licensing system to Finland. That basically means, that what you just linked is probably never even going to happen.

Yup this is also true. While impossible to predict what the current administration will do, this will most likely not happen.

(Also realized, that my response was intended as a more generic one, but now it is what it is, since I cannot edit it anymore 🙈)

It says this in the law:

"

Maksutapahtuman käynnistämistä ja toteuttamista koskeva kielto
 

Poliisihallituksen tulee pitää yleisessä tietoverkossa saatavilla konekielisessä muodossa luettavaa luetteloa sellaisista rahapelien toimeenpanijoista, jotka markkinoivat rahapelejä 62 §:n 2 momentin 1 kohdan vastaisesti ja joiden rahapelien toimeenpanon Poliisihallitus on 62 a §:n nojalla kieltänyt.

 

Maksupalveluntarjoaja ei saa toteuttaa tai käynnistää rahapelaamista koskevaa maksutapahtumaa, jossa maksajana on pelaajana toimiva luonnollinen henkilö ja maksunsaajana 1 momentissa tarkoitettu rahapelien toimeenpanija.

"Lain 62 l–62 n §:ää sovelletaan kuitenkin vasta 1 päivästä tammikuuta 2023."

Doesn't seem too serious but looks like it hasn't been cancelled either (though I don't have any legal qualifications so maybe I'm wrong).

It is pretty much just about marketing. If casino would do marketing in Finland or for finnish  then they could end up in "blacklist" of poliisihallitus and they could ban deposits for that casino. Hence streamers are also now speaking english cause they could get fined too for marketing finnish. Overall, nothing will change for players...for now.

It's like Livertool said. They were supposed to create a system during this year, how they'd block money transfers for the blacklisted casinos. They even made a law, that banks are obligated to keep track if there's transfers to these sites. "Unfortunately" they didn't manage to get this done, because they had simply no money or smart enough people to pull this through.

 

And no, they've not cancelled anything yet. But the biggest supporter of the Veikkaus monopoly has already said that they're gonna explore the possibility to move into licensing foreign gambling sites for Finnish players. Less than a year after the previous law, where they did forbid all the marketing of foreign casinos to Finland. If that doesn't implicate for the cancellation, I don't know what does.
