Meaning of CET

I'm in the UK.  The current 'Blackack Challenge' promotion says -

  • Prizes are calculated on daily intervals between 00:01 CET and 23:59 CET of each day in the promotional period.

As I understand it, the official defnition of the term 'CET' incorporates daylight saving time, when that is in force, meaning it is always one hour ahead of the local time in the UK.  But some people use it to mean an unchanging UTC+1, which would make it the same as UK local time currently.

Can someone clarify which of these two is meant here?
