Opening new cash games tables.

Just a question regarding cash game tables. I have no problem playing short handed and starting games at 6 max tables. However, I wanted to understand the rules regarding tables starting. Sometimes if I sit, the tables opens when there is enough for 3 handed play, sometimes when heads up. I don't necessarily want to play heads up against the best regs all the time so just some clarity on why this happens would be good.
