Problems with my level and my avatar

I don't know if it's a problem or it's normal but my level stoped at 10.I have lvl 10 from like 3 weeks ..and he didn't grow a thing

And another question is how to change my avatar? I want to put a photo from my PC and i have only this :

I've fixed the issue with the avatar :)

There's nothing wrong with your rank, you just need to contribute more in order to reach the next level - as your rank increases, it becomes more difficult to reach the next level :)
