Thinking that because red has hit 9 (or 10 or 11 or 12) times in a row then black must hit next is known as the Gambler's fallacy or the Monte Carlo fallacy, following a famous example in Monte Carlo in 1913 of black hitting 26 times in a row. It is known that an even chance hit 32 times in a row in an American casino in 1943, so your example is well short of what is extremely unlikely but still possible.
