Give the ticket exchange right to all LC agents

I'm all for giving the agents more respnsibility, and so is the new head of customer support, so we'll surely see some changes in this area :) Ticket exchanges is not of the highest priority though (it's an extra service and not a common request), so it's not one of the first things that'll be improved.

Right now I believe it's not given to everyone, as it's not possible to easily track all exchanges done by the agents.
